Looks to me they either illegal resell inteal licenses, or they have owned licenses they rent to their customers, without any VPS or something.
Either way does not look very trustworthy.

There are also datacenters where you also can rent a DA inteal license for $ 5,- a month, but then only when you get a vps or dedicated server, as it should be done.
