Changes in max_input_vars in php.ini dont show in phpmyadmin (DirectAdmin)

I wanted to export a database in phpmyadmin but as soon as I click on export a message pops up saying "a form on this page has more than 1000 fields. On submission, some of the fields might be ignored, due to PHP's max_input_vars configuration". Because of this I caot export my database and it outputs an 8kb file.

I changed the php.ini file in /usr/local/lib/php.ini and restarted the http service. When I check again, it displays the same error in phpmyadmin when trying to export the database.
